Without a Doubt Joe you need to check out Collonade Pizza Restaurant 280 Mettcalfe st downtown Ottawa. Owned by same family since 1967 50 years as I have read online . I plan to go there every time while I'm visiting Ottawa.

Stay Gold, at 360 Elgin St downtown. Detroit-Style, cup & char, very good. Only downside they don't open until 5pm.
Mainstreet Pizza in Rockland, ON. They do both flat and cup&chat on their standard pepperoni pizza and the crust is very good too.
